Contractor/Consultant: Programme Manager Tooling and STP

Summary of the work:

The programme manager will work as part of the Programme team reporting to the Programme Director and will engage with the different stakeholders from wider DDaT as well as all relevant portfolios/programme projects/workstreams.

Contract length: 2 years
Location: London
Start date: Middle of June
Deadline 26th May

Essential skills and experience

•  Demonstrable effective leadership, interpersonal and communication skills.
•  The demonstrable ability to command respect and to create a sense of community amongst the members of the project teams.
• Demonstrable good knowledge of techniques for planning, monitoring and controlling programmes.
• Demonstrable sound business case development and approvals skills, in a similarly complex environment.
• Demonstrable good understanding of the public sector procurement process including negotiation with third parties.
• Demonstrable good knowledge of budgeting and resource allocation procedures.
• Demonstrable sufficient seniority and credibility to advise project teams on their projects in relation to the programme.
• The demonstrable ability to find ways of solving or pre-empting problems.

Nice-to-have skills and experience

• Demonstrable understanding of a range of structured programme and project management methodologies including Agile and PRINCE2.
• Demonstrable experience working on large scale technology transformation programmes.

Business Analyst – Tooling

Summary of the work:

Analyse user/business needs ensuring outcomes align with strategy, delivering to the agreed architecture. Responsible for discovery of user needs, gap analysis, impact analysis, stakeholder management, solution design, Users Stories creation and maintenance.

Contract length: 2 years
Location: London
Start date: Middle of June
Deadline 26th May

Essential skills and experience

• Evidence of in-depth experience in Business Analysis – gathering needs and analysing information using comprehensive tools and techniques
• Evidence of ability to map business processes and data flow from source to target according to the data and development lifecycle
• Process re-design and optimisation and mapping of user journeys. Producing As-Is and To-Be business process models.
• Experience of working with both traditional and modern interfaces and systems integration, to document proposals for possible solutions and drive the solution of choice with the developers and others.
• Evidence of strong stakeholder management skills, and the ability to communicate and build relationships effectively with a broad range of people, both verbally and in writing
• Demonstrable experience in writing acceptance criteria, carrying out acceptance testing to validate technical designs and developments.

Nice-to-have skills and experience

•  Experience of working in an Agile environment using SCRUM or other Agile frameworks
• Previous experience of delivering similar services within similarly complex environments.

Technical Architect

Summary of the work

Analyse technical requirements ensuring outcomes align with strategy, delivering to the agreed architecture. Responsible for discovery of technical needs, gap analysis, impact analysis, stakeholder management, solution design, Users Stories creation and maintenance.

Essential skills and experience

• Understand and identify the role of technology in public service, or similar, delivery and policy implementation
• Effectively capture, utilise and share customer insight and views from a diverse range of stakeholders to ensure better policy and delivery
• Spot warning signs of things going wrong and provide a decisive response to significant delivery challenges
• Comprehensive and recent experience designing and implementing complex software systems, i.e. is an active software developer currently engaged in architecting and building high-volume digital services
• Demonstrable track record of successfully taking an evolutionary architecture approach to software architecture
• Experience with automated configuration management, deployment and testing solutions
• Experience using and deploying on Cloud-based platforms
• Experience sharing knowledge and working in a multi-disciplinary team

Nice-to-have skills and experience

• Experience of working in an Agile environment using SCRUM or other Agile frameworks
  Demonstrable experience working in similarly complex environments.

Delivery Manager (Project Manager)

Summary of the work

An experienced Senior Project Professional with proven experience, capable of adapting and working alongside internal and external staff whilst managing multi-disciplined teams to effectively deliver large and complex digital technology projects in an environment of continual change.

Essential skills and experience

• Experience of managing a multi disciplined programme delivery teams to deliver complex programmes/projects
• Evidence of successfully escalating and managing risk to deliver successful outcomes
• Experience in developing project status reports and providing management reports to Executive board level stakeholders
• Experience and evidence of strong project planning monitoring and control
• Experience of managing multi-functional delivery teams, in similarly complex environments
• Evidence of strong client up-skilling and knowledge transfer capability

• Work as a team with our organisation as well as suppliers.
• Drive outcomes making decision effectively while also considering the point of view of others
