The CIS Benchmarks, from the Centre of Internet Security (CIS), are a set of globally recognized and consensus-driven best practices to help us implement and manage our cybersecurity defences.

What that means is that there is a set of guidelines, or best practices, agreed upon by the industry that suggests the best things to do to make our SQL Servers secure.
